9. Reaching Consensus on Transportation Solutions is Difficult
This is especially true in light of limited funds, competing interests, and the inevitable impacts of major projects. Some people adamantly believe in pursuing improvements in one mode or another, whereas other people oppose that same improvement. In an attempt to generate sufficient funds for local transportation projects, the SCCRTC proposed a new half-cent sales tax for transportation projects on the November 2004 ballot. A two-thirds affirmative vote would have been needed to pass this measure. Voters rejected this measure.
The community will need to reach consensus on how to best address the region's transportation needs in light of the funding limitations and other competing needs.
