3. Traffic in Santa Cruz County is Worsening
Congestion will not go away in the foreseeable future. More people are driving more miles as the county's population grows and regional jobs-to-housing imbalances continue. The daily traffic jams on Highways 1 and 17 are the most obvious examples of congestion on county roadways.
